Using this IBR Portal

Registered Federal agency users may use this IBR portal to transmit requests for incorporation by reference (IBR) approval.

Request Requirements

You may only upload .docx and .pdf files. If you do not upload a signed .docx letter, you must upload a signed .pdf letter in addition to the unsigned .docx file.

Do not compress or encrypt the document when digitally signing.

Creating the Request
  • Log into the IBR portal using your assigned Email Id and Password.
  • Click “Add New IBR”.
  • Select or add the Requester (the person who signed the request letter).
  • Select or add the Contact (the person the OFR should contact with questions).
  • Add all standards that need approval. If adding a new standard or creating a new standard from an existing standard, upload the standard as a .pdf.
  • Save at any time to return to the main dashboard.
Continuing the Request
  • Browse the list of pending requests or search pending requests and click “Edit” to open the request.
  • Add a draft rule file. Upload the complete draft rule, including preamble and regulatory text. This must be a .docx file.
  • Add a request letter. This must be a .docx file. If this .docx file is not digitally-signed, then you must add a signed .pdf file.
  • Save at any time to return to the main dashboard.
Sending the Request

When all standards are added and all files are uploaded, return to the main dashboard. Locate the appropriate request and click Submit.

Special Handling

If your request needs special handling or has any kind of deadline, put that information in Bold at the beginning of the request letter.
